Setting so that you are not allowed to delete final invoices

It seems that you are not allowed to delete a final invoice. (I didn't know this, although it sounds pretty logical) This is because the IRS requires invoices with consecutive numbers. So there should not be 1 missing. What would help is if the option in Aniday to delete final invoices were not possible.
